The single fuel stat — `base_consumption` — and why a great fuel deal lets you swing strategy.

Fuel is the simplest supplier — one stat (base_consumption) drives per-lap fuel rate. A great fuel deal means lower fuel loads, faster lap times, and the option to convert a 2-stop into a 1-stop on long calendars.
